CWA and Univ of Toledo Fact Finding Report

I. BACKGROUND
The Fact Finder was appointed by the State Employment Relations Board (SERB) on July
12, 2021 pursuant to Ohio Revised Code Section 4117.14(C)(3). The parties mutually agreed to
extend the fact-finding period as provided under Ohio Administrative Code Rule 4117-9-05(G).
The parties are the Communications Workers of America Local 4319 (Union or CWA) and the
University of Toledo (Employer or University). The University of Toledo is a public research
university located in its namesake city, Toledo, in northwestern Ohio. Founded in 1872, it has
over 20,000 students majoring in over 250 undergraduate and graduate programs. Founded in
1938 as the National Federation of Telephone Workers, it was renamed the CWA in 1947 and
now represents workers in all areas of communications, customer contact, high technology, and
manufacturing professions in both the private and public sectors, including health care, public
