Bargaining Unit Updates

AT&T Midwest - On March 12th, CWA members ratified the tentative agreement with AT&T Midwest. The four-year agreement passed with 77.65% support of the membership and will take effect April 12, 2026. The new deal contains a healthy economic package, a new healthcare plan, and improvements to working conditions. The agreement’s provisions assure that every member, regardless of title or tenure, will see significant gains and improvements for their families.

Great work was done by the Elected Bargaining Team and District 4 Staff to bring in this agreement.

Altafiber - A pre-bargaining meeting was held with company representatives. Bargaining is scheduled to begin in mid-March.

Brave Space Alliance (Local 4250/CTU #16) - Bargaining for a second contract with Brave Space Alliance began on March 13th. Proposals for wage increases for all current job titles and discussions for new job titles to be added to the bargaining unit will be on the table.

Complexly - The Bargaining Committee has been meeting regularly with Complexly leadership leading up to the holidays and had made significant progress on many of the non-economic issues.  The committee continues to press back hard on recognition, whereas the company is unwilling to add two titles to the recognition clause that the Bargaining Unit believes should be part of the Unit.  The company had agreed to bargain these titles after the unit held its elections and began negotiations; however, they have since argued heavily against allowing these two titles into the unit.

We have reconvened again this year and presented a comprehensive economic package that the committee believes will put the unit in line with industry standards relating to content creation for YouTube, PBS, and other social media platforms that Complexly partners with.  We look forward to continued negotiations that will lead to a fair contract for our members.

Envoy - The Envoy Bargaining Committee met with company representatives on January 11–12 to continue contract negotiations. During these sessions, the committee presented proposals for Article 2 (Scope), Article 3 (Recognition and Successorship), and Article 6 (Classification). The parties successfully reached a tentative agreement on Article 1 (Preamble).

The company also responded to several previously submitted proposals, including Article 7 (Probation), Article 16 (Hours of Service), and Article 29 (Grievance). After reviewing the responses, the committee determined that the company’s proposals for Article 7 and Article 29 did not meet the bargaining team’s expectations. As a result, these articles were returned to the company with revised demands.

During the February 23–24 bargaining session, the committee presented additional proposals on Article 13 (Sick Leave), Article 21 (TDY), Article 27 (Discipline and Discharge), and Article 28 (Representation). The company indicated that they intend to maintain the current contract language and was not willing to make modifications to these articles at this time.

The Bargaining Committee is returning to the table to continue negotiations on March 30–31 and again on April 7–8. We ask that you continue to support the bargaining committee and remain committed to working safely and to rule.

Frontier Communications (Verizon) - A one-year extension was tentatively agreed to and ratified by membership in Indiana, Wisconsin, Michigan, Illinois, and Ohio that included a wage increase and no increase to healthcare cost share.

Lumen (Local 4671) - On February 25th, members of Local 4671 in Wisconsin ratified a one-year extension with Lumen.

Piedmont - Piedmont’s Bargaining Committee met with the Company and the Federal Mediator on February 24–25, 2026, to continue negotiations for a new contract.

During these sessions, the Company took a firm stance on wages, claiming the Union’s proposal would make Piedmont “non-competitive” with third-party ground handling vendors such as Unifi, ABM, G2 Secure Staff, and Prospect Airport Services. These comparisons rely on inconsistent wage postings and outsourced vendor models rather than union airline standards.

The Company also stated they cannot afford to expand benefits for part-time employees and suggested many part-time workers are primarily interested in flight benefits. The Bargaining Committee strongly pushed back on this characterization, reminding the Company that part-time employees perform the same demanding operational work as full-time employees every day.

It remains clear that the economic gap between the parties is significant, with the Union and Company still more than $100 million apart. In an effort to demonstrate good faith in mediation and test the Company’s willingness to move, the Bargaining Committee adjusted the Union’s compensation proposal by nearly $30 million. These adjustments were made carefully to help narrow the gap while still protecting meaningful wage growth and long-term earning potential for members.

Unfortunately, the Federal Mediator was unable to provide new bargaining dates at the conclusion of the session. He indicated he will review his schedule and attempt to provide a potential virtual date in March, along with additional bargaining dates in April.

Stark County Metropolitan Housing -  CWA Local 4302 will be going into negotiations soon with Stark County Metropolitan Housing.

University of Toledo (Ohio) -  I'm happy to announce that the University of Toledo members voted to approve the contract overwhelmingly. Congratulations to the bargaining team: Staff Rep Diane Bailey-Chair, President Dan Ludwig, Madison Vasko, Kathy Sullivan, Tobias Williams and Steve Pachlock. This committee stood their ground until they reached a contract that was fair for their members.

Wells Fargo -  The Bargaining Committee has made a positive start to negotiations in 2026. The parties have met for two bargaining sessions so far this year: January 21–22 and February 24–25.

During these sessions, the Union continued to work on a total of eight proposals. Current discussions are focused on several key articles, including Job Vacancy, Union Security and Dues Deductions, Information Furnished to the Union, and Union Rights.

The Bargaining Committee is pleased to report that the parties have reached two Tentative Agreements thus far. A TA on Recognition and Coverage was reached on January 21, 2026, and a TA on Seniority was reached on February 25, 2026.

The Bargaining Committee remains committed to advancing the proposals currently on the table while also introducing additional articles at the next bargaining session scheduled for April 9–10. At the same time, the team continues working to secure a stronger commitment from Wells Fargo that will allow meaningful progress for members.

Windstream - On March 9th, members of CWA Local 4485 in Ohio ratified a new three-year agreement with Windstream.

Windstream (Ohio Southern District) - The CWA Local 4324 Bargaining Team discussions have begun for the upcoming Windstream (Ohio Southern District) bargaining in April.
